Cardano Advances Governance and Technical Roadmap Amid DeFi Expansion

Cardano advances with Vision 2030 governance, a key technical upgrade, and resilient DeFi growth as ADA price consolidates below key resistance.

The Cardano blockchain is undergoing a significant period of development, marked by an impending technical upgrade and strategic governance decisions that are shaping its long-term trajectory. This evolution is occurring as its decentralized finance (DeFi) ecosystem demonstrates notable growth.

Strategic Governance and Budget Framework

Cardano’s community governance is actively shaping the network's future. The recently adopted "Vision 2030" framework, which received backing from over 67% of participating Decentralized Representatives (DReps) earlier this year, is guiding strategic planning. The goal is to establish Cardano as a premier blockchain for mission-critical enterprise applications by the end of the decade. More than 700 participants contributed to developing this framework.

In a related move, the Civics Committee voted 6:1 to approve the budget direction for 2026. This plan emphasizes expanding governance workshops and core infrastructure, key components of the ongoing "Voltaire" phase dedicated to achieving full decentralized self-governance.

Several governance proposals are currently in active voting phases:
* Amaru Treasury Withdrawal 2026: Seeks funding for an open-source Cardano node built on Rust.
* Orion Fund (50 Million ADA): A venture initiative from Draper Dragon, with voting open until April 15.
* Cardano Budget Process Framework: Submitted by member organization Intersect to structure the 2026 budget.

Not all proposals succeed, however. The "Net Change Limit" proposal, which aimed to set a 300 million ADA cap on Treasury withdrawals, failed to pass. It garnered only 44.15% support from DReps, falling short of the required 50% threshold, and expired at the epoch 617/618 boundary.

Technical Milestone: Node 10.7.0 and the "van Rossem" Upgrade

On the technical front, Cardano is preparing for a major protocol upgrade. Intersect confirmed on March 13 that the release of Cardano Node 10.7.0 is scheduled within a week. This version is designated as the primary hard-fork candidate for the upcoming "van Rossem" network upgrade. The rollout process will first update the preview network before implementing the changes on the mainnet.

DeFi Metrics Show Resilience

Despite challenging broader market conditions, Cardano's DeFi sector is exhibiting strength. On-chain data reveals that the Total Value Locked (TVL) increased by more than 23.5% over a twelve-day period, reaching $552.35 million. The network has also seen a rise in transaction counts and smart contract interactions.

Currently, ADA's price is trading near $0.27, a level situated notably below its 200-day moving average. In the near term, the area around $0.28 is viewed as a technical resistance zone. A sustained breakout above this level is considered necessary to shift the medium-term outlook away from the current consolidation phase. Such a scenario is seen as largely dependent on how the market receives the forthcoming network upgrade and the outcomes of the ongoing governance decisions.
