Austria Tightens Training-Leave Rules as Germany’s Electrical Sector Bolsters Own Workforce Pipeline

Starting June 8, 2026, Austrian workers seeking state-funded leave for further education will face stricter conditions. The government is replacing the existing “Bildungskarenz” (education leave) with two new instruments: “Weiterbildungszeit” (full-time training time) and “Weiterbildungsteilzeit” (part-time training time). Applications for the revamped program open on the same date.
The reform caps support at a maximum of one year in full-time mode or two years in part-time mode within any four-year period. To qualify, employees must have been in continuous employment for at least twelve months before applying. Their chosen training must also demonstrate direct relevance to the labor market. The annual budget for the program is set at 150 million euros.
German Companies Move Faster
Across the border, private-sector initiatives are accelerating to close the skilled-labor gap. The Enpal Academy in Dahlewitz, originally an in-house training center for the solar company, now opens its doors to external businesses. Its goal is to double monthly training capacity. In 2025, the academy plans to qualify roughly 500 electricians. Since launching in 2021, it has already certified more than 4,000 skilled workers under IHK (Chamber of Industry and Commerce) standards.
To meet demand, Enpal also taps international talent pools through state partnerships. Workers from Brazil and Colombia are recruited and prepared on-site for the German market.
New Standards and Software for Smarter Buildings
Technical know-how is evolving in parallel. The KNX Summit 2026, scheduled for June 11 and 12 in Hannover, will put holistic building security at the center of the agenda. Topics include cyber resilience and protection systems. The event targets electricians, specialist planners, and system integrators.
Software for complex renewable-energy projects is also advancing. At the trade fair “The smarter E Europe” in Munich (June 23–25, 2026), a new planning tool for photovoltaic installations will be presented. The software covers the entire chain from the DC side to medium voltage, and it complies with current DIN VDE and IEC standards. A standalone one-day seminar on testing PV systems, with a focus on specialized measurement devices, is planned for late September.
Faster Charging and Flexier Grid Rules
On the infrastructure side, the energy transition is gaining visible momentum. Earlier this June, new charging points for electric line buses went into operation in the Braunschweig and Wolfenbüttel region. Each delivers up to 300 kW, enabling rapid energy uptake during routine service stops.
Regulation is keeping pace. A new model contract for flexible grid connection agreements was published this spring, after development began in early 2025. The instrument allows higher plant capacities at grid interconnection points than would be feasible under continuous operation. Further model contracts are promised for 2026.
