ASML Holding NV faces a pivotal week where shareholder rewards and executive appointments collide with a significant escalation in US regulatory pressure. The Dutch semiconductor equipment giant, fresh from posting robust quarterly earnings, must now contend with a proposed US law that threatens to sever a lucrative revenue stream from its massive installed base in China.

On April 23, the US House Foreign Affairs Committee is scheduled to vote on the proposed MATCH Act. This legislation marks a dangerous evolution in export controls, moving beyond restrictions on new machine sales to explicitly target the servicing of existing equipment. The act’s broad definition of "servicing" would prohibit maintenance contracts, software updates, remote access, and technical support for ASML’s machines already operating in China.

This represents a direct assault on a high-margin, recurring revenue business that was previously considered more resilient to geopolitical friction. Analysts at Bank of America have quantified the potential damage: a complete ban on servicing deep ultraviolet (DUV) immersion machines and related support could slash ASML’s revenue by 14-15% and reduce its operating profit by 16-17%.

The threat emerges as China’s contribution to ASML’s top line is already in decline. In the first quarter of 2026, China accounted for just 19% of system sales, a sharp drop from 36% in the prior quarter. For the full year 2025, the region contributed 29% of revenue, down from 36% in 2024. This shrinking footprint did not prevent a strong quarterly performance, with ASML reporting revenue of €8.8 billion and net profit of €2.8 billion, alongside a gross margin of 53%. Despite these figures, the stock fell 6% on the results day, underscoring the market’s acute sensitivity to geopolitical headwinds.

Concurrently, shareholders are gathering in Veldhoven for the Annual General Meeting on Wednesday, where a refreshed leadership team will be confirmed. The supervisory board is set to appoint Marco Pieters as the new Chief Technology Officer for a four-year term. Key executives, including CFO Roger Dassen and COO Frédéric Schneider-Maunoury, are up for contract renewals, solidifying a six-person management board. Benjamin Loh, former CEO of ASM International, is also slated to join the supervisory board.

The very next day, on April 24, the stock will trade ex-dividend. The company plans a total dividend of €7.50 per share for 2025, a 17% increase over the prior year. Following three interim payments of €1.60 each, the AGM is expected to approve a final dividend of €2.70.

The cumulative effect of these China-related pressures is reshaping ASML’s market valuation. The stock now trades at approximately 37 times forward earnings. Its premium over US rival Applied Materials has shrunk to about 17%, the narrowest gap since 2014. Compared to Lam Research, ASML even trades at a slight discount—a relationship not seen in 14 years. The shares closed Friday at €1,228, up 2.2% for the day and having more than doubled from their 52-week low of €560.

Operationally, management remains confident, raising its full-year 2026 revenue guidance to a range of €36-40 billion. Looking further ahead, CEO Christophe Fouquet has indicated the company could ship 80 low-NA extreme ultraviolet (EUV) machines in 2027, contingent on customer demand. This figure sits slightly below the 90 units some Barclays analysts had previously speculated was possible.

The fate of the MATCH Act remains uncertain, requiring a full legislative journey beyond the committee vote. For now, the risk to ASML’s service business in China stands as the dominant concern for investors, casting a shadow over strong fundamentals and a generous shareholder return.
