The countdown to a final investment decision at Arafura Rare Earths' Nolans project is entering its decisive phase, and the company has most of the pieces in place. What it still lacks is a handful of binding customer contracts — and that missing link will be the focus of an investor briefing scheduled for April 29.

The Australian developer has assembled a war chest of roughly 911 million Australian dollars in total financing, covering more than 90 percent of its capital requirements. Cash on hand stood at 571 million dollars as of the last quarter, against a modest annual cash burn of 28 million dollars. The balance sheet carries no debt.

Two state-backed lenders have signed binding commitments: Germany's KfW and Export Finance Australia have together pledged 230 million dollars. An additional 200 million dollars is coming from another government fund, though that tranche still requires formal shareholder approval. Shareholders will vote in June on a capital raising of roughly 230 million dollars at an issue price of 0.2447 dollars per share, with Export Finance Australia contributing 146 million dollars and the German raw materials fund adding 84 million dollars via the KfW.

The Customer Gap

The catch is that lenders are demanding binding offtake agreements covering 80 percent of Nolans' planned annual production before they release the funds. Arafura already has contracts in place with Hyundai, Kia, Siemens Gamesa and Traxys, but that still leaves a gap of roughly 1,200 tonnes of neodymium-praseodymium oxide (NdPr) to be filled.

European buyers could provide the solution. The German raw materials fund is pushing for contractual commitments covering an additional 500 tonnes of material per year. If that deal goes through, it would unlock further investment from Germany — though an interministerial committee must first give its approval. The KfW is also demanding a permanent seat on Arafura's board as a condition of its participation, with the stated goal of securing Western supply chains for critical minerals.

Management will use the April 29 investor call to update the market on how those European negotiations are progressing.

China's Export Squeeze

The macro environment is working in Arafura's favor. NdPr prices have climbed above 100 dollars per kilogram, marking a gain of more than 80 percent over the past twelve months. China, which controls roughly 90 percent of global rare earths production, began severely restricting exports of certain heavy rare earths in April 2025. Recent data shows a notable decline in Chinese magnet exports, just as global demand from the AI and robotics sectors continues to rise.

That supply squeeze has pushed prices to multi-year highs and sent automakers scrambling for alternative sources outside China.

Timeline and Production Targets

Management is targeting a final investment decision in the second quarter of 2026. If that milestone is met, construction could begin later that year, with first production expected in the second half of 2029. At full capacity, Nolans would produce 4,440 tonnes of NdPr annually, covering nearly a fifth of the world's rare earths supply outside China.

The market has taken note. Arafura's shares have risen roughly six percent over the past seven trading sessions, closing last at 0.330 dollars. The April 29 call will now determine whether that momentum can be sustained — or whether the missing customer contracts will prove a more stubborn obstacle than the company's ample cash reserves.
