A federal lawsuit filed on October 14 accuses Maui Land & Pineapple of fraud and racketeering over water charges at the Kapalua resort in Hawaii, according to Billionaires Africa. The complaint was brought by TY Management, which owns two golf courses at Kapalua.

Allegations center on water charges

TY Management alleges that repairs and capital projects were recorded as routine maintenance so the costs could be passed on through higher water rates. The suit names Maui Land & Pineapple, Chief Executive Officer Race Randle, former vice president Kainoa Casco and Hawaii Water Service, the contractor operating the Honokohau Ditch System.

The complaint estimates that TY Management was overcharged at least USD 447,000 in 2025 and seeks damages, repayment of excess charges and an order halting the billing practices. Maui Land & Pineapple rejects the claims, calling the lawsuit an effort to pressure the company into transferring its water system, and says it will defend itself.

Water assets remain a strategic issue

The dispute adds to a wider contest over West Maui water infrastructure. Maui Land & Pineapple signed a non-binding agreement with Maui County in May covering the potential sale of the Honokohau Ditch System, wells and other water assets. The price has not been set, and the transaction requires County Council approval.

MLP traded at USD 14.58 in after-hours trading on Wednesday, November 4, at 22:00 CET, according to Perplexity Finance.
