- Thailand's Cabinet approved potential legal action involving Thaicom and Gulf Development over obligations tied to a former domestic communications satellite concession.
- Thaicom says it transferred the required assets after the concession ended and would defend its position if arbitration begins.
Intouch Holdings remains linked to a Thai legal dispute over a former domestic communications satellite concession. The issue gained renewed attention after Thailand's Cabinet approved potential legal action involving Thaicom and Gulf Development, according to Simply Wall St.
Claim centers on former concession
The dispute concerns an agreement for the operation of domestic communications satellites that expired on September 10, 2021. The reported claim is approximately THB 1.25 billion and relates to assets that authorities say were not transferred as required.
Thaicom, which operated the satellite business, says it completed the required transfer on September 11, 2021. The company also says the assets cited by the authorities were outside the scope of the transfer obligations and that it has no current duty to pay the claimed amount.
Arbitration remains the next risk
Thaicom has said it would use available legal remedies if arbitration proceedings begin. For investors, the central issue is the potential legal and financial exposure carried through the post-merger corporate structure, rather than a confirmed payment obligation.
Intouch Holdings merged with Gulf Energy Development on April 1, 2025, and the successor structure is now represented by Gulf Development. The legacy Intouch name therefore remains relevant to the dispute's history, while Gulf Development is the listed entity connected to the current corporate structure.
Business model and competitive setting
Intouch Holdings describes itself as an investment company focused on technology, media, telecommunications and digital businesses, with its headquarters in Bangkok, Thailand. It was an investment holding company rather than the operating satellite carrier in the concession. Gulf Development represents the successor structure, while Thaicom is the satellite operator directly involved in the underlying dispute; this leaves Intouch positioned as the historical investment vehicle rather than the operating specialist.
