Ofcom directs Openreach offer withdrawal
Ofcom said on September 28 that it was directing Openreach to withdraw its “Incremental New to Openreach” offer, stating that the charges were not fair and reasonable and could harm the development of network competition.
The offer would have provided internet service providers with a monthly discount of up to GBP 9.50 per customer for up to 30 months when bringing new full-fiber customers onto the Openreach network, according to the regulator’s decision published through RNS. Ofcom said the discount could make it difficult for other reasonably efficient operators to match the offer while recovering their costs.
The Independent identified Openreach as BT’s wholesale network arm, owned by BT but operated as a separate company. Ofcom said it would not intervene in several other Openreach commercial offers because their discounts were less substantial.
