- USDC has been classified as the European Union's first significant e-money token under MiCA.
- From November 12, the EBA will directly supervise Circle's own funds, reserves, liquidity requirements, and recovery and redemption plans.
- Investing.com showed USDC at 1.0010 USD at 07:24:48 on November 2, while Circle reported 71.0 billion USDC in circulation as of October 26.
USDC is approaching a significant change in European supervision, not a change in its dollar peg. The European Banking Authority (EBA) classified Circle's stablecoin as the European Union's first significant e-money token under the Markets in Crypto-Assets Regulation (MiCA) on October 14. The new supervisory arrangement is scheduled to begin on November 12.
At 07:24:48 on November 2, 2026, Investing.com displayed the USDC price at 1.0010 USD, with a displayed change of -0.0001, or -0.01 percent. The page showed a 24-hour volume of 6.39 billion USD, a market capitalization of 71.34 billion USD, and a rank of six. These are the market data displayed on the source page; they are not a UTC day-close comparison.
What changes under MiCA
According to the European Banking Authority, direct responsibility for own funds, reserve assets, liquidity requirements, and recovery and redemption plans will transfer from France's Autorité de Contrôle Prudentiel et de Résolution (ACPR) to the EBA. The ACPR will retain responsibility for governance, qualifying holdings, fit-and-proper assessments, outsourcing, and conflicts of interest. The result is dual supervision rather than a replacement of the French authority.
The EBA said 45 e-money tokens had been notified under MiCA when USDC became the first to receive the significant designation. It also said that the significance assessment is reviewed annually. For cross-border oversight, the EBA has signed a memorandum of understanding with the New York State Department of Financial Services.
Stablecoin context for investors
Circle's USDC information page describes the token as redeemable 1:1 for US dollars and backed by highly liquid cash and cash-equivalent assets. Circle reported 71.0 billion USDC in circulation as of October 26, 2026, and said that its reserves equal or exceed the amount in circulation. The page also states that monthly reserve attestations are published by a Big Four accounting firm.
For holders, the immediate investment implication is therefore regulatory and operational rather than a conventional growth story. The USDC price remains designed to track one US dollar, so the relevant questions are reserve quality, redemption access, liquidity, and the practical effect of closer supervisory scrutiny. The EBA's classification may increase institutional visibility, but it does not itself establish a price appreciation case.
