- NEAR's House of Stake approved a proposal to reduce maximum annual issuance from 2.5% to 1.6% over 24 months.
- The change still requires Security Council review, a 90-day grace period and validator adoption through a protocol upgrade.
- The Investing.com page showed NEAR at 3.7935 USD, with a 4.93 billion USD market capitalization and 628.58 million USD in 24-hour volume.
NEAR Protocol price is in focus after the network's House of Stake approved HSP-029, a proposal to reduce the maximum annual issuance rate from 2.5% to 1.6% over 24 months. The vote was completed on November 2, 2026, but it has not yet changed the protocol's issuance settings.
According to The Block, the proposal would lower the ceiling progressively each epoch, at roughly 3.75 basis points per month, until the 1.6% target is reached in month 24. The existing allocation of newly issued tokens would remain unchanged: 90% to staking participants and 10% to the protocol treasury.
Approval is not activation
The governance decision still requires review by the House of Stake Security Council. A 90-day grace period would follow ratification, and validators would then need to adopt a protocol upgrade before the lower ceiling becomes binding. The implementation sequence is also emphasized by Yahoo Finance, citing Unchained.
The proposal estimates that the phased change could avoid 11.8 million NEAR of issuance over two years and 66.1 million over six years. At full implementation, daily issuance is projected to decline from about 89,500 NEAR to 57,300. The same model projects gross staking yield falling from 5.268% to 3.372%, assuming the staking participation rate measured in September remains unchanged. These are proposal estimates, not realized results.
Current market reference
On November 5, the Investing.com page showed NEAR at 3.7935 USD at 03:04 Berlin time. It listed a 4.93 billion USD market capitalization, 628.58 million USD in 24-hour volume, 1.31 billion NEAR in circulation and a 52-week range of 0.8482 to 5.9725 USD.
For the NEAR Protocol price, the proposal creates a potential long-term supply benefit, but the immediate outcome remains conditional. Lower issuance could reduce dilution if demand and network use hold up; at the same time, lower staking returns may affect validator and staker incentives. The governance vote therefore changes the tokenomics outlook, not yet the live issuance rate.
