NEAR Protocol price weighs governance-backed issuance cut

- House of Stake approved HSP-029 to reduce NEAR's maximum annual issuance rate from 2.5% to 1.6% over 24 months.
- The change is not yet binding because Security Council review, a grace period and validator adoption remain outstanding.

NEAR Protocol price is being assessed against a tokenomics reform that has passed its first governance stage. The House of Stake approved proposal HSP-029 on November 2, according to The Block. The proposal would lower the maximum annual issuance rate from 2.5% to 1.6% over 24 months.
A vote, not an immediate supply change
The approval does not by itself change the rules of the network. As Unchained reported via Yahoo Finance, the result still requires review by the House of Stake Security Council, followed by a roughly 90-day grace period and adoption of a protocol upgrade by validators. The lower ceiling therefore remains a planned change rather than an active reduction in issuance.
HSP-029 would adjust one protocol parameter while retaining the existing allocation of newly issued tokens: 90% would go to staking participants and 10% to the treasury. The schedule would decline epoch by epoch, reaching the 1.6% target at the end of the 24-month ramp.
Lower dilution, lower staking yield
The proposal's estimates point to two different effects for investors. The ramp could prevent about 11.8 million NEAR from being issued during the first two years and about 66.1 million over six years. At the same time, projected gross staking yield would decline from 5.268% to 3.372% if staking participation remained at the level used in the model. For holders, that creates a trade-off between slower potential supply growth and lower token rewards for securing the network.
The Block said the proposal estimates daily issuance falling from approximately 89,500 NEAR to 57,300 at full implementation. These are modelled outcomes, not current realized issuance figures, and the final timing depends on the remaining governance and validator steps.
Price context for NEAR holders
The Investing.com NEAR Protocol market page showed a price of USD 4.0210 at the time of the November 6 page reading. It also displayed a 24-hour volume of USD 820.35 million, a market capitalization of USD 5.27 billion, a rank of 18 and 1.31 billion NEAR in circulation. Because the page did not provide a dated UTC prior-day close in the retrieved view, no verified daily percentage comparison is stated here.
For investors, the next concrete milestones are Security Council review, validator adoption and the eventual start of the phase-in. NEAR Protocol price performance may continue to reflect broader crypto-market conditions as well as expectations about dilution and staking economics; the governance vote alone does not establish a causal explanation for any particular market move.
