- NEAR's House of Stake approved HSP-029 to reduce maximum annual issuance from 2.5% to 1.6% over 24 months.
- The proposal preserves the 90/10 distribution between staking participants and the treasury, while projected gross staking yield declines to 3.372% at the target rate.
- Security Council review, a 90-day grace period and validator adoption are still required before the change becomes binding.

The NEAR Protocol price is in focus after the network's House of Stake approved HSP-029, a proposal to reduce maximum annual token issuance from 2.5% to 1.6% over 24 months. The vote was completed on November 2, 2026, but it did not immediately alter NEAR's monetary rules.
Investing.com listed NEAR/USD at 3.7935 USD when the market page was reviewed on November 4. The page also displayed a 52-week range of 0.8482 to 5.9725 USD and a market capitalization of 4.93 billion USD. These figures are a contemporaneous market-page reading, not a UTC daily close comparison.
Governance Approval Is Not Activation
The official NEAR Forum proposal describes a smooth, per-epoch reduction rather than a single step. The issuance ceiling would decline by roughly 0.0375 percentage points per month until reaching 1.6% in month 24. The proposal retains the measured 90/10 split, with 90% of new issuance going to staking participants and 10% to the treasury.
According to The Block, the proposal estimates that 11.8 million fewer NEAR could be issued over the first two years and 66.1 million fewer over six years compared with the existing ceiling. At full implementation, modeled daily issuance would fall from about 89,500 NEAR to 57,300 NEAR. The same model projects gross staking yield declining from 5.268% to 3.372%, assuming the measured staking participation rate remains unchanged.
Lower Dilution, Lower Staking Yield
For holders who do not stake, lower issuance would reduce the rate at which their ownership is diluted. Stakers face a direct trade-off because the reward pool would shrink as the cap declines. The proposal itself also identifies validator economics and a potentially lower staking ratio as factors that will need to be monitored during the ramp.
The NEAR Protocol price therefore has two separate issues to digest: the potential long-term supply benefit and the near-term uncertainty around execution. Security Council review and ratification must come first, followed by a 90-day grace period. Validators then need to adopt the required protocol upgrade before the new schedule becomes binding. Until those steps are completed, the 2.5% ceiling remains the operative rule.
Investors should distinguish the approved governance direction from a completed tokenomics change. Reduced issuance may improve the supply outlook, but it does not by itself establish stronger demand or guarantee a price response.
