- NEAR's House of Stake has marked HSP-029 as succeeded, targeting a reduction in maximum annual issuance from 2.5% to 1.6% over 24 months.
- The lower ceiling is not yet binding: validator adoption of a protocol upgrade and a 90-day grace period remain necessary.
- Investing.com displayed NEAR at 4.6034 USD at 17:12:12 Berlin time on November 3, with a market capitalization of 5.98 billion USD.
- A recent NEAR Intents exploit involved approximately 3.8 million USD, but the affected funds were subsequently reported as returned.
The NEAR Protocol price is being assessed against a completed governance vote that could reduce future token dilution, while the change itself remains pending. NEAR's House of Stake has marked proposal HSP-029 as succeeded. The proposal targets a reduction in maximum annual token issuance from 2.5% to 1.6% over a 24-month, per-epoch ramp.
The proposal's formal description on the NEAR Forum says the existing 90/10 split of new issuance between staking participants and the treasury would remain unchanged. The forum also states that the plan includes a 90-day grace period before the reduction begins and requires validator adoption through a protocol upgrade. The governance result therefore advances the process but does not immediately change the issuance rate.
What the proposal changes
Under the schedule, the maximum rate would decline gradually rather than fall in a single step. The proposal models gross staking yield decreasing from 5.268% at the current 2.5% ceiling to 3.372% when the 1.6% target is reached, assuming the measured staking participation used in its analysis remains unchanged. That creates a trade-off for stakers: they would receive fewer newly issued tokens, while non-staking holders would face less dilution.
Investing.com displayed the NEAR Protocol price at 4.6034 USD at 17:12:12 Berlin time on November 3, when its NEAR/USD page was read. The same page showed a 24-hour volume of 610.47 million USD, a market capitalization of 5.98 billion USD and a ranking of 16. It listed a daily range of 4.3918 to 4.6208 USD and a 52-week range of 0.8482 to 5.9725 USD. These figures describe the observed market page and are not treated here as a UTC day-over-day performance measure.
Security and ecosystem context
Security remains a separate investor consideration. A BlockSec analysis said an exploit between September 29 and October 1 involved refund handling in NEAR Intents and withdrawals totaling 3,865,021 USDT. It reported that the flaw was patched and that the affected funds were returned. The incident concerned the Intents infrastructure and does not establish a compromise of the underlying NEAR blockchain.
On the adoption side, TokenPost reported on October 31 that NEAR Protocol and Ondo Finance planned to make Ondo's tokenized US stocks and exchange-traded funds available through NEAR's 1Click Swap API. The report said this followed a September 22 launch of 20 tokenized stocks, ETFs and commodity-linked products on near.com and NEAR Intents.
For investors, the immediate question is execution: the issuance proposal offers a clearer supply path, but its economic effects will depend on ratification, validator adoption, staking behavior and actual network usage. Further coverage is available on the NEAR Protocol topic page.
