Ethena USDe price steady as lending framework shifts approval authority

The Ethena USDe price remained close to its one-dollar target as Ethena published a framework for institutional lending counterparties. The rules delegate qualifying approvals to the trading team while retaining Risk Committee oversight.

USDe lending oversight changes

  • Ethena's October 29 framework allows its trading team to onboard qualifying institutional lending counterparties without an individual Risk Committee vote.
  • Eligible borrowers must meet requirements covering recourse, sanctions, custody, collateral and daily reporting.
  • The public framework sets no numerical aggregate lending cap or borrower concentration ceiling.
  • Investing.com displayed USDe at 1.000 USD, with a 0.997 to 1.002 USD 52-week range.

The Ethena USDe price remained close to its one-dollar target as attention shifted to a change in how Ethena can approve institutional lending counterparties. The framework, posted on October 29, 2026, allows the trading team to onboard borrowers that meet defined criteria without an individual Risk Committee vote. It does not name a borrower newly approved or funded through the route.

Trading team receives defined mandate

Under the Institutional Lending Framework published in Ethena's governance forum, a counterparty must borrow through one signing entity with full recourse or a parent guarantee. The framework also requires appropriate licensing, sanctions screening, no pending insolvency or specified recent misconduct findings, segregated tri-party custody and daily collateral reporting that Ethena can verify.

Borrower documents must be sent privately to the Risk Committee at least three business days before first funding. A committee member can call a counterparty in for review by identifying a failed criterion, and the committee must decide within five business days. Transactions outside the stated framework continue to go to the committee as before.

Collateral and exposure remain key

Approved collateral includes BTC, cbBTC, WBTC, ETH, stETH, wstETH, SOL, XRP, USDC and USDT. Ethereum-based XAUT is conditional on additional custody, liquidation-venue and weekend-testing requirements. USDe, sUSDe, ENA, USDtb and a borrower's own assets are excluded. The trading team sets loan-to-value rate cards and shares them with the committee each month, together with a monthly lending-book report.

A missed margin call, default or deterioration in a counterparty's standing stops new lending and must be escalated within 48 hours. However, the public framework sets no numerical aggregate lending cap or per-borrower concentration ceiling. TokenPost also reported that the framework does not publish an effective date or identify a newly funded counterparty.

USDe stays near its target

Investing.com displayed USDe at 1.000 USD, with a daily range of 1.000 to 1.001 USD and a 52-week range of 0.997 to 1.002 USD. The page also showed 45.64 million USD in 24-hour volume and a 4.58 billion USD market capitalization. These figures describe the displayed market snapshot; they do not establish a separate UTC day-over-day change.

For holders, the framework makes counterparty screening and custody controls more explicit, but the absence of a public numerical lending ceiling leaves exposure assessment dependent on later reporting. CryptoSlate noted that a November 1 dashboard capture did not provide current borrower-level balances, concentration or collateral ratios. The main question is therefore whether future disclosures make the delegated lending route measurable in real time.
