Lending approval rules change
The main recent development is a framework dated October 29 for institutional lending involving assets that back USDe. CryptoSlate reported on November 3 that the framework allows Ethena's trading team to approve qualifying borrowers without an individual Risk Committee vote.
The published route requires full recourse to the borrower or a parent guarantee, jurisdiction and standing checks, sanctions screening, segregated third-party custody and verifiable daily collateral reports. Permitted collateral includes Bitcoin, Ether and other specified assets, while USDe, sUSDe, ENA, USDtb and a borrower's own assets are excluded.
Oversight remains, disclosure is limited
The Risk Committee retains oversight and can call in a borrower if a criterion is considered to have failed. Cases outside the framework still require committee review. The trading team is also expected to share loan-to-value rate cards and book reporting with the committee each month.
For holders, the important limitation is disclosure. CryptoSlate said the public framework sets no numerical aggregate lending cap or per-borrower concentration ceiling. It also reported that a November 1 dashboard capture had no populated borrower rows or update time, leaving current borrower balances, concentration and collateral ratios unverified in that account.
Investor context for the dollar asset
The new approval route does not by itself establish that a new borrower has been funded, nor does it prove a change in the USDe price. It does, however, make governance, custody and counterparty disclosures material factors when assessing the asset's redemption and backing risks. A price close to one USD indicates the quoted market level, not a guarantee that the peg will hold under all market conditions.
The Ethena USDe price therefore remains less informative than the quality and transparency of the backing arrangements for investors evaluating the product. Ethena's own website describes USDe as a digital dollar and provides links to backing-asset information and reserve attestations, but the lending framework's public disclosure limits should be considered separately.
