- Ethena's October 29 framework lets its trading team onboard qualifying institutional borrowers without an individual Risk Committee vote.
- The framework requires full recourse or a parent guarantee, sanctions and standing checks, segregated custody and verifiable daily collateral reporting.
- It sets no published numerical aggregate lending cap or borrower concentration ceiling, while the current borrower-level exposure remains undisclosed.
- Investing.com displayed USDe at 1.000 USD at the time of review on November 6, with a 4.58 billion USD market capitalization.
Ethena USDe price remained anchored at 1.000 USD at the time of review on November 6, as investors assessed a new framework for institutional lending. The development changes who can approve qualifying counterparties for loans involving assets backing the synthetic dollar, but it does not identify a newly funded borrower.
The Ethena Governance institutional lending framework, dated October 29, allows the trading team to onboard a counterparty without an individual Risk Committee vote when the published conditions are met. Borrower documents must be sent privately to the committee at least three business days before first funding. A committee member can call a counterparty in by identifying a failed criterion, and the committee must decide within five business days.
Eligibility and collateral safeguards
The framework requires one signing entity with full recourse, or a parent guarantee where applicable. It also requires licensing in a jurisdiction outside the Financial Action Task Force's black and grey lists, sanctions screening, checks for insolvency or license revocation, and no recent fraud or client-asset findings. Collateral must be held in a segregated tri-party account with an approved custodian, with daily reporting that Ethena can verify.
Eligible collateral includes BTC, cbBTC, WBTC, ETH, stETH, wstETH, SOL, XRP, USDC, USDT and, conditionally, Ethereum-based XAUT. USDe, sUSDe, ENA, USDtb and a borrower's own assets are excluded. A missed margin call, default or deterioration in a counterparty's standing stops new lending and must be escalated to the committee within 48 hours. Five previously approved counterparties retain their approvals.
What remains unclear for holders
CryptoSlate reported on November 3 that the public framework contains no numerical aggregate lending cap or per-borrower concentration ceiling. It also noted that a November 1 dashboard capture did not show current borrower rows, update time, exposure or collateral ratios. This leaves the framework's stated controls visible, while the live credit-book size and concentration remain difficult to assess from the published information.
For market context, Investing.com displayed USDe at 1.000 USD when reviewed, with a 4.58 billion USD market capitalization, 45.64 million USD in 24-hour volume and a quoted 52-week range of 0.997 to 1.002 USD. The page showed no verified UTC day-over-day comparison, so no daily percentage change is stated here. As a stablecoin, the relevant investor question is less short-term appreciation than the quality, liquidity and transparency of the assets and counterparties supporting redemptions.
