UBS Group stock faces a strategic test as Switzerland weighs tougher capital requirements for the bank's foreign subsidiaries. Reuters reported on October 29 that the Swiss government had assessed possible relocations of UBS's headquarters to the United States or the United Kingdom.
The review found that a move could create significant legal, structural and capital costs. Those costs could match the financial impact of the proposed Swiss rules, weakening the case for relocation as a straightforward way to reduce the burden.
Relocation Would Not Remove Capital Risks
The Swiss government is considering rules that could require UBS to back foreign subsidiaries with up to 100 percent Common Equity Tier 1 capital. The upper house of parliament has supported a 90 percent target, above the level UBS currently applies.
Reuters said the assessment found that a US structure could still absorb substantial capital because of restrictions on leverage and the treatment of subsidiaries. A move to Britain could provide somewhat softer treatment for foreign units, but UBS would face a higher risk weighting for its Swiss operation.
The bank has argued that the proposed rules could damage its competitiveness. Chief Executive Sergio Ermotti has said UBS is assessing its ability to compete from Switzerland, while the government has described the measures as manageable. The review therefore adds complexity to the relocation debate rather than establishing a clear alternative.
Reuters also reported that detailed parliamentary discussions were expected to resume in November, with a possible lower-house vote in December. For investors, the legislative timetable is the next major external catalyst because the final capital requirement will influence future capital returns, group structure and the economic case for remaining in Switzerland.
