On October 30, Telefónica said it and Minsait had been selected by the European Central Bank as one of two successful tenderers for the communications and security infrastructure supporting a future digital euro. The company said the consortium will connect banks, fintech companies and public and private payment providers within the planned ecosystem. The announcement was published in Telefónica's press release.
The contract will enter into force on May 3, 2027, and run for 10 years. The companies will design and deploy networks and related security solutions for the ECB, with the infrastructure intended to let consumers and businesses exchange information and access digital-euro services.
What Telefónica will provide
Telefónica will supply and operate communications infrastructure through business units including Telefónica Global Solutions and Telefónica Tech. The planned setup includes an MPLS network, SD-WAN capabilities for connectivity across multiple sites and cybersecurity services.
Minsait, an Indra Group company, will provide platforms and services to connect applications, systems and ecosystem participants through application programming interfaces. Its contribution also includes digital identity solutions, certificates and trust services through IndraMind Cybersecurity. A security operations center is intended to detect and respond to threats, support access control and help encrypt communications between applications.
The project is part of the infrastructure being developed for a potential digital euro, which Telefónica described as a digital means of payment that would complement cash across the euro area. The company also said the distributed architecture is designed to support resilience and could enable commercial transactions without an internet connection.
For Telefónica, the award strengthens its position in European connectivity, cybersecurity and critical digital infrastructure. It also gives investors a contract with a defined start date and long operating period, although the company has not disclosed the project's expected contribution to group revenue in the announcement.
