- ITLOS will hear Argentina's request for provisional measures against the United Kingdom on November 10 and 11.
- The proceedings add legal uncertainty to Navitas Petroleum's offshore development plans ahead of its planned 2028 production start.
Navitas Petroleum is approaching a legal test over its flagship Sea Lion project, with public hearings in Hamburg scheduled for November 10 and 11. The International Tribunal for the Law of the Sea said on October 20 that the case concerns Argentina's request for provisional measures in its dispute with the United Kingdom over hydrocarbon exploitation in the South-West Atlantic Ocean.
According to the International Tribunal for the Law of the Sea, Argentina submitted its request on October 13 under Article 290 of the United Nations Convention on the Law of the Sea. The hearing will be open to the public and broadcast live on the tribunal's website. The court will consider the provisional-measures request while the wider dispute proceeds.
Legal risk meets development plans
Sea Lion lies roughly 200 kilometres north of the Falkland Islands, which Britain administers and Argentina claims. Navitas operates the project with a 65 percent interest, while Rockhopper Exploration holds the remaining 35 percent, according to SEVENSEAS Media.
The publication reported that the partners took their final investment decision in December 2025 and are targeting first production in March 2028. Argentina is seeking restrictions including a halt to the start or continuation of exploitation, while the legal arguments also address exploration information, future licences and marine protection.
For investors, the immediate focus is the tribunal's treatment of the provisional request rather than a final ruling on sovereignty. Any measures affecting project activity could influence the timetable and the risk assessment for Sea Lion, but the hearing itself does not establish the eventual outcome.
